Genuitec, LLC, today announced the production release of MobiOne Studio, version 1.0. With over 500,000 downloads of MobiOne in the beta stage, the much-anticipated production release brings simplicity and ease-of-use into a convoluted mobile design marketplace. By removing native programming skill requirements and offering fully-integrated testing capabilities, MobiOne is truly the first mobile application designer for the consumer market.

MobiOne consists of two powerful components; the Design Center and the Test Center. Nearly anyone can create their apps in the Design Center by dragging and dropping components onto an easy-to-use design canvas and then brand their app with their own artwork. Anyone with PowerPoint layout experience already has all the skills necessary to design a mobile application using MobiOne and a mouse.
Users then have the option of running their designs in the MobiOne Test Center, which provides an industry-leading iPhone emulator and the the ability to inspect the generated mobile code. To go a step further, users can test and share their mobile apps by sending them directly to their phones.
MobiOne is available for Windows operating systems only, allowing Windows-based shops previously-unseen access to iPhone and other smartphone application design. While the 1.0 version focuses on iPhone application design, MobiOne’s roadmap will create the premiere cross-device toolkit for mobile development.
MobiOne is available for a 15-day free trial, and is conveniently priced at $99.95 for a perpetual license. Periodic feature upgrades will be available for a low fee as more smartphone devices are added and existing devices evolve.
MobiOne will next support Android, tablets (such as the iPad), Blackberry, Nokia and Windows mobile devices.

My understanding is that MobiOne is not designed to be uploaded to Apple's app store. You can use Phone Gap to help get your app into a native environment since MobiOne uses web technologies. Phone Gap should allow you to publish to the app store, but the app is still subject to Apple's quality control system.
EDIT: You will still need a mac to publish the app. Or you can just use the app as a website on your device(s).
According to Apple, you are not supposed to make iPhone apps without a mac. Also learning objective c MIGHT just be a good first start before making an app.
The first comment in your question provides a link, and one of the first paragraphs in that link states this:

Of course this allows you to do it, but that doesn't mean that the appstore will accept your app if you try and submit it through MobiOne. I'm not too sure on the subject, but I would do some research and figure out if apple allows you to do this.

Apple allows non-Objective-C apps created with things like Titanium (I've successfully submitted one of those) or PhoneGap. MobiOne looks like it uses PhoneGap. – ceejayoz Jan 4 '12 at 17:39Your Answer
